President Xi Jinping Hold Talks with President Nursultan Nazarbayev of Kazakhstan and Decide in Unanimity to Promote China-Kazakhstan Relations to Higher Level and Wider Space

On August 31, 2015, President Xi Jinping held talks with President Nursultan Nazarbayev of Kazakhstan at the Great Hall of the People. The two heads of state spoke highly of the development of the China-Kazakhstan relations, and decided in unanimity to promote the bilateral relations to a higher level and a wider space.

President Xi Jinping welcomed President Nursultan Nazarbayev's first state visit to China in his new term and his attendance at the commemorations marking the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-fascist War. Xi Jinping pointed out that China and Kazakhstan are sincere friends and intimate partners. Since the establishment of comprehensive strategic partnership between the two countries, the bilateral cooperation has enjoyed a sound momentum for accelerated development, with more solid political mutual trust, deeper practical cooperation and more efficient strategic coordination. The China-Kazakhstan relations have made continuous leapfrog development. Under the new situation, China and Kazakhstan should join hands, inherit the past, usher in the future, and always plan and promote the development of the bilateral relations from a strategic height and a long-term perspective. The two sides should continue to increase political mutual support, and safeguard each other's core interests. The two sides should comprehensively strengthen practical cooperation in fields such as production capacity, investment, economy, trade, energy, infrastructure, high technology and between local governments, make good use of financing mechanisms such as the Asian Infrastructure Investment Bank and the Silk Road Fund to promote the connection between the construction of the "Silk Road Economic Belt" and Kazakhstan's new economic policies of the "Bright Road" to boost common development and prosperity. China is willing to deepen security cooperation with Kazakhstan to jointly maintain regional peace and stability and provide a favorable environment for development. China actively supports Kazakhstan in hosting the International Specialized Exposition and the Winter Universiade in 2017, and is willing to work with Kazakhstan to make the Tourist Year and the Cultural Season a success and actively conduct people-to-people and cultural exchanges to strengthen friendship between the two peoples. China is willing to strengthen communication with Kazakhstan on major issues such as regional situation, climate change, food security and information security, so as to jointly safeguard the common interests of the two countries and other countries in the region.

Nursultan Nazarbayev said that he is happy to come to China on the first visit after his re-election as the President of Kazakhstan and to attend the commemorations marking the 70th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-fascist War. The Chinese people made great sacrifice and significant contributions to the victory of the anti-fascist war. At present, Kazakhstan-China comprehensive strategic partnership has entered a new stage of development, and the consensus that the two sides reached during President Xi Jinping's visit to Kazakhstan this May is being implemented. Kazakhstan actively promotes the connection between China's construction of the "Silk Road Economic Belt" and Kazakhstan's new economic policies of the "Bright Road". Kazakhstan is willing to strengthen cooperation with China in areas such as economy, trade, investment, production capacity, scientific and technical innovation, tourism and security.

The two heads of state also exchanged views on enhancing the role of mechanisms of the Shanghai Cooperation Organization and the Conference on Interaction and Confidence Building Measures in Asia.

After the talks, the two heads of state jointly signed the "Joint Declaration on New Stage of Comprehensive Strategic Partnership Between the People's Republic of China and the Republic of Kazakhstan", and jointly witnessed the signing of bilateral cooperative documents in areas such as judicature, production capacity, investment, people-to-people and cultural engagement, infrastructure construction, mineral exploitation, finance, convention and exhibition.

Prior to the talks, Xi Jinping held a welcome ceremony for Nursultan Nazarbayev at the square outside the East Gate of the Great Hall of the People.

Wang Huning, Li Zhanshu, Arken Imirbaki, Yang Jiechi, Lin Wenyi and others were present.
